Governor setup on a vario jet ranger. It has magnet and sensor on the main gear that is on the main shaft. Would the governor be able to work that low as I only need 1250rpm head speed.
So if I pick 2 magnets and ratio of 1 and max head speed 1300 would the governor be able to work that low? As the align governor needs to be over 10500 as the sensor is normally on the engine.

If you can get a stable readings of the RPM in the Spirit Settings or telemetry then it will work.

You can verify that reading is stable by disabling governor and checking RPM readout with a steady throttle value. RPM values should be more or less around +/- 20. If it is for example +/- 100 then reading is not stable.

@ZeXx86: well, I do have a stable reading now, roughly +/-10 rpm after changing again the sensor and install new magnets. The log now tells noisy sensor data, how do I can I solve that?
