Hi, when I activate the governor on the bench, without the engine running, the first part of the throttle behaves as expected. However, once I go past the point where the governor engages, the servo keeps creeping up to 100%. It does not stop at the throttle percentage in the curve (flat curve and the percentage doesn't make a difference).
Is this normal / expected ? Is it simply because the unit is not getting an RPM signal ?

Yes, it is because motor is not spinning so it is trying to increase the throttle to get more RPM, but there is no feedback all the time.
