Is it possible to have Separate Roll and Flip rates ? Instead of one Cyclic rate.

You can make the rates different easily by changing Dual Rate in your transmitter. For example by setting D/R to 90% for Aileron will slow down the aileron rate.

That would be fine if I need to slow down a rate but I have an issue with a heli That rolls fine but flips slow have the Cyclic sensor set to 12 rolls are fine but flips are still slow. What else can I check ?

This is occuring when helicopter is mechanically unable to rotate that fast. With one axis it is possible, with other not. So setting a different rates is rather not correct solution, instead increasing limits (Cyclic Ring) or decreasing rate so that both axes can rotate equally. You can also increase RPM. You can check if maximal angle is same for elevator and aileron.
Value of 12 is value that some helicopters are unable to rotate that fast.
