Hi,
if there is DFC head, then it is unfortunately quite normal - DFC heads are not constructed for too low RPMs. With normal rotor heads lower RPM is possible.
But it is always very important to make everything very symmetrical. In case of Goblin there is a problem when rotor blades are too tight. So making it more free will help.
You can also try to decrease Cyclic Gain. What is value of the Elevator Filter?

You can go with Cyclic Gain to 40% without any problem. In the worst case you can go to the Advanced tab and temporarily try to decrease Geometry 6° value by 15-30.
