Q: is the tail multiplier just a multiplier?
i.e: is tail gain 60% with tm: 1.0 the same as 50% with tm: 1.2?
Or does the tail multiplier also affect the gain in some non-linear way?

Yes, tail multiplier is working exactly as you have said.
It is recommended to use available gain from the transmitter first before increasing tail multiplier.
