Yes, this is correct, because Governor is holding the RPM regardless load but without governor you will set power directly. Especially without main blades it can be too fast.

in fact I disabled the governor from a bank without blades:) and the rpms were very strong, I think in the flight with the blades there will be more inertia and maybe even dangerous, maybe a bailout.ma won't do it. I don't see the sense of disabling the governor in flight. It was only my own.
